Judicial Review of SFC decision?

I hope the minibond holders can rise a judicial Review of SFC decision and finish within two months, just like PCCW case on including the following points.

1) why have to stop all investigation by SFC and HKMA and law suit vs banks?

2) why not 100% instead of 60%+X ?

Why SHK and KGE 100%?

What were the reasons for banks being treated differently?
